Appeal not likely despite Ferndale chief's position.

FERNDALE - The City Council is expected to decide tonight whether to appeal a federal judge's ruling last week that recognized the free speech rights of anti-war protesters to carry signs asking motorists to honk in support.
However, a majority of council members say it is unlikely the city will seek to overturn the judge's ruling even though the Ferndale police chief supports an appeal.
